About Us:

Chemonics seeks an eLMIS advisor to be based in Lilongwe, Malawi, for the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of the U.S. government’s public health initiatives globally. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting the U.S. government’s global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three objectives:

  • Global commodity procurement and logistics
  • Systems strengthening technical assistance
  • Global collaboration to improve long-term availability of health commodities

Within GHSC-PSM/Malawi, the eLMIS advisor is responsible for supporting the Ministry of Health (MOH)/Health Technical Support Services (HTSS) in collaboration with donors and partners to develop and deploy OpenLMIS, an electronic logistics information management information system (LMIS) for health commodities that interfaces with other relevant health management information systems in Malawi. The eLMIS advisor will oversee development and coordination of the rollout of OpenLMIS at the facility level, including deployment, training, supportive supervision, and building a culture of data for decision-making. Key Roles and Responsibilities:

  • Prepare general and technical requirements for OpenLMIS pilot and system rollout, including reporting, technical, operational, security, performance, regulatory, and training considerations.
  • Develop and manage an Implementation Master Plan including GHSC-PSM, MOH, and project partners; and monitor, evaluate, and report progress of OpenLMIS implementation.
  • Complete or manage short-term technical assessments of OpenLMIS infrastructure, including but not limited to an analysis of the technical and operational interoperability with other health system information systems (specifically DHIS II), and an analysis of functional gaps of current systems, hardware and software; and determine options for piloting and rollout of the system.
  • Provide overall technical support and coordination to OpenLMIS deployment and user training in close collaboration with donors, MOH counterparts, and partners.
  • Oversee the development of technical manuals, training plans, guidelines, curriculum, and standard operating procedures for OpenLMIS .
  • Oversee the development and implementation of the OpenLMIS supportive supervision plan at the district level, iterating it as needed
  • Support the MOH/HTSS to deploy OpenLMIS, including budgets for maintaining the system Provide oversight for ongoing support for OpenLMIS use and ensure timely reporting.
  • Mentor and manage the performance of a local eLMIS manager.
  • Liaise with a team of international and local staff/partners to implement system rollout .
  • Other duties as required by leadership

Qualifications,skills and experience:

  • Minimum of 10 years of relevant work experience designing and coordinating large-scale MIS programs required;relevant experience specifically related to logistics information management systems and web-based systems strongly preferred.
  • Bachelor’s degree in an information technology field required; master’s degree preferred.
  • Relevant information technology and project management certifications preferred.
  • Demonstrated experience and progressively increasing responsibility for designing, managing, and implementing donor-funded MIS programs in developing countries or low-resource settings.
  • Previous field experience desired (including long-term overseas positions or extended short-term engagements), preferably in Malawi or Southern Africa. Experience in designing training and capacity building programs, manuals, and materials for use of IT systems.
  • Experience building consensus with cooperating partners and stakeholders, especially government counterparts centrally and at the district level.
  • Ability to mentor and manage a team of local IT professionals ensuring the quality and timeliness of their products.
  • Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate effectively in a cross cultural environment.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing.
  • Demonstrated leadership, versatility, and integrity.
