The newly appointed Board of Directors of the Uganda Communication Commission (UCC) has taken oath of office in a ceremony officiated by the Minister of ICT and National Guidance, Hon. Dr. Chris Baryomunsi, and the State Minister of ICT and National Guidance, Hon. Godfrey B. Kabbyanga, at the ministry’s offices in Kampala.
The board members—Mr. Stephen D. Kabugo, Mr. Benard Katureebe, Eng. Paul Odoi, Hon. Sylvia Namabidde Musisi, Ms. Hawa Tuku, Eng. Geoffrey Agoi, and Hon. William Nyombi Thembo — with their Chairperson Dr. Charity Basaza Mulenga, took the oath of office, committing to uphold the Constitution of the Uganda Communications Act 2013, and to perform their duties with professionalism and integrity. They are to collaborate to steer Uganda’s communications sector toward progress and innovation.

Dr. Mulenga expressed appreciation for the chance to serve, presenting a vision to transform Uganda into a digitally advanced nation, and pledged collaboration with stakeholders to foster a connected, inclusive, and prosperous future for the country.
After taking the oath, Dr. Baryomunsi emphasized the importance of integrity, loyalty, and accountability in their roles. He acknowledged the challenges in regulating media, particularly concerning misinformation and responsible journalism, and reaffirmed the government’s commitment to a collaborative relationship between the Ministry, UCC, and the media.
The new board succeeds the outgoing team, Dr. Jimmy Pat Saamanya, Enoch Barata, and Edson Ngirabakunzi —led by Prof. Dorothy Okello. They concluded their terms while Eng. Paul Odoi, Eng. Geoffrey Agoi and Hon. Sylvia Namabidde Musisi were reappointed.
This transition represents a new chapter for Uganda Communications Commission, a unified pledge to strengthen governance, advance digital transformation, and promote the interests of all Ugandans through an inclusive and progressive communications framework.
