Job Opportunity:ICT Assistant Officer- Office of the Prime Minister (OPM)

The Government of Uganda has received a credit from the International Development Association/ World Bank towards the cost of the Third Northern Uganda Social Action Fund (NUSAF3) Project. The development objective of NUSAF3 is to provide effective income support to and build the resilience of poor and vulnerable households in Northern Uganda.

Project Name: World Bank Third Northern Uganda Social Action Fund (NUSAF3) Project

Duty Station: Kampala, Uganda

Reports to: ICT Officer / NUSAF3

Job Summary: The ICT Assistant Officer will offer support in the provision of efficient and effective ICT Support Services to project staff.

Key Duties and Responsibilities: 

  • Ensure timely support to Project users both at OPM/NUSAF3 and the districts at all times on ICT related issues.
  • Troubleshoot ICT users’ problems relating to internet connectivity, LAN connectivity, email access, computer hardware and software.
  • Ensure regular backup for project data (both onsite and off-site).
  • In charge of the installation of software and related upgrades
  • Users are aided in backing up and restoration of data, as well as in virus detection, removal and prevention.
  • Ensure that systems and network logs, traffic, usage and performance at all times.
  • Ensure security measures are established to secure project systems and data from unauthorized access.
  • An up-to-date inventory of ICT software and hardware maintained at all times.
  • Ensure that the NUSAF3 webpage is regularly updated in conjunction with Development communications unit and a report on such updates maintained.
  • Ensure that Project staffs are trained on ICT and emerging technologies. Have a training program and updated record of training.
  • Provision of ICT support to project users both at OPM/NUSAF3 and at the districts.

  • Maintenance of regular backup for project data (both onsite and off-site).
  • In charge of the installation of software and related upgrades

  • Responsible for monitoring of systems and network logs, traffic, usage and performance all time.
  • Employ security measures to secure project systems and data from unauthorized access.
  • Maintenance of an up-to-date inventory of ICT software and hardware.
  • Support the regular update of the NUSAF3 webpage in conjunction with Development communications unit.
  • Assist in training of project staff on ICT and emerging technologies.
  • Perform any other assignment related to the above

Key Result Areas: 

  • Support implementation, roll out and use of ICT systems for users both at the district and TST
  • Provide technical support & Trouble shooting services for commonly occurring technical problems (both hardware and software based).
  • Ensures effective functioning of the project hardware and software packages
  • Supports networks administration for the office WiFi and LAN
  • Support regular back up of project data.
  • Ensure up to date ICT inventory list.

Qualifications, Skills and Experience: 

  • The ideal candidate for the World Bank NUSAF3 ICT Assistant Officer job opportunity should hold a Bachelor of Science degree in Computer Science, Information technology or its equivalent from a Recognized University.
  • The applicant should be certified in any of the following CCNA, MCSE.
  • Broad working knowledge of windows-based applications, web designing, Relational Databases and programing skills in sql and/or oracle
  • A minimum of three years’ experience in any of Network administration, systems administration, and/or database administration.
  • Working knowledge of ICT systems analysis, design and implementation.
  • Broad knowledge of implementation of network and systems security.
  • Proven ability to update websites using any of html, java scripts or any other language.
  • Self-driven, initiative-taking, highly dynamic & able to work long hours unsupervised.
  • Proven ability to identify problems and propose solutions.
  • Demonstrate knowledge of current and emerging ICT technologies.
  • Demonstrated ability to identify new and better ICT approaches to work processes and incorporates same.
  • Demonstrate logical and analytical approach to problems solving.
  • Good team player with high level of integrity and confidentiality.
