This has been revealed by the Parliament Speaker Rebecca Alitwala Kadaga who admitted that the lack of quorum had derailed debate on many crucial bills in the house.
The biometric scheme will require the MPs to clock in and clock out so that they know what time they arrived and left.
The Ugandan parliament contains a total of 378 MPs, but there are days when fewer than 40 legislators show up to take part in assembly debates.
Parliament generally convenes on Tuesdays, Wednesdays and Thursdays.
